Turn PC into WIFI access point

Mostly based on https://virtualrouter.codeplex.com/ But additionally support: -VPN as Internet connection, -specifying IP/Mask for WIFI interface, -static IP's for devices, -auto-reconfiguring WIFI interface when Internet connection reconnect's -auto reconfiguring when resume from StanBy or Hibernate
