The change to do is to add the below,

    <AzureFunctionsVersion>V3</AzureFunctionsVersion>
    <_FunctionsSkipCleanOutput>true</_FunctionsSkipCleanOutput>
</PropertyGroup>

Notice the _FunctionsSkipCleanOutput tag with an "underscore".
