.NET wrapper for clMathLibraries

Currently wraps:

• Large parts of clFFT
• Initialization, teardown and some worker functions of clBLAS
• Initialization, teardown and some worker functions of clSparse

This wrapper is still under development. Expect interface changes at any time:-)
