Go into "Project Templates" directory
Copy the "ProntoCMS Website (VB).zip" into "My Documents\Visual Studio 2008\Templates\ProjectTemplates\"
Start Visual Studio 2008
File > New > Project
Select Visual Basic in the tree then scroll down to "My Templates"
Select "ProntoCMS Website (VB)"
Enter a name for the project, hit OK and you are done!
