A rewrite+ of Miki by Velddev in Python.

THIS BOT IS STILL A WORK IN PROGRESS. MORE THAN THREE-QUARTERS OF ITS FEATURES ARE UNIMPLEMENTED, AND THUS WILL NOT WORK.

This bot is intended for personal use (i.e. single server usage), but if you want to host it, go ahead.
