work item assignment by self-adapting tools

Description:

The tool work process as below:

1. init workitems and set default value;
2. each member login and pick one of the workitems by their decisiton;
3. if each workitem choosen by one member then process finished;
4. if not, then do process as below:
5. if multipule choose for one workitem, then decrease value of this workitem;
6. if existed one workitem have no one choose, then increase value of this workitem;
7. repeat step 2 to 6, until process finish.

Purpose :

This project is used to pratice new tech in web develop, and multipule member cooperation.
