NSGA-II ALPS

To alleviate the problem of early convergence, I proposed a variant of NSGA-II with ALPS as part of my master thesis.

The algorithm was implemented as a plugin for the HeuristicLab Framework (https://dev.heuristiclab.com/trac.fcgi/).
